There was an absolute peak of western cartoons on early '90, but Flash killed the slowly. Since 1996 when both traditional and digital lived for some years in a constant war, untill studios just brushed off quality because Flash was, and is, way cheaper.

Cartoons from the west have a much higher entertainment value than anime and once you know that anime is just a complex set of cost cutting measuures it loses alot of the appeal of it's artistry save for a few gems like Bebop. And no japanese animated films can touch classic disney except Gits,Akira and Kon films.
