No shit. It's to make people believe that (((they))) can't be taken down. The main characters overcome their personal struggles and defeat their enemies but the overall bad guy that keeps doing shit like the governor whose mansion Rust infiltrates is still on the loose with the brief hint that "maybe" the FBI is gonna investigate him. The characters in the hospital are in a bittersweet dissatisfaction that they did their part but everything else is not their struggle or they can't fight against it. Lovecraft shit is to mask the real horror of this story.
