It was stated pretty clearly, he couldn't turn himself into complex machines such as bombs or guns because he couldn't emulate the chemicals and had limited dexterity of his metal state. Given surface tension, he was also limited to objects that were his size or larger, without added density since his liquid form still has defined volume.
Background info also suggests that his processing capabilities was way more advanced than anticipated, so Skynet limited his abilities so he wouldn't pose a threat.

A cursory Google search tells me that pretty much all weaponized flamethrower fuel that saw use didn't burn as hot as molten steel (and we're talking about stuff that sticks to the target and keeps on burning), and if we're taking about something jury-rigged with household fuel like gasoline that'll burn out without sticking to the T-1000 anywhere near as much or long, the temperature is much much lower. It's all a matter of conjecture what temperature the mimetic alloy can withstand, but given how much of a beating the T-1000 took, I'd say the molten steel was just barely above the minimum. The molten steel also had the benefit of its viscosity and complete envelopment preventing its escape. You'd really have to lay it on with the flamethrower with prolonged fire to get that kind of coverage, and the jury-rigged flamethrower is just a no-go, almost all the heat would come from as much direct exposure to the torrent of fire as possible which would yield even less impressive results than being a conduit for the fuel itself.
