Very fringe cases of people were forced to pick between cooking alive or jumping. Those above the plane impact levels were fucked but those at the very top probably assumed they would get rescued by helicopters or something. Those below impact levels were mostly able to evacuate. Those at impact levels were killed on impact (those were the lucky ones). Those on the floors right above the impact were probably stuck in place. Maybe the building inside partially collapsed the stairwells and they couldn't go higher away from the heat.

Pretty much stuck on those floors cooking alive until you decide fuck it, I'm ending it on my own terms.

1,974 were at above impact in either tower
147 were on the two planes
421 were first responders (vast majority went in after and died in collapse)

Only ~197 civilians who were below point of impact died (7% of fatalities and well under 1% of people at WTC complex around impact)
