Depends on what you think good is. Artistic masterpiece worthy of Michaelangelo himself? Probably not. Amazing fun and entertaining sequences with actual passion put behind the project, not hiding behind ironic humor to avoid criticism? Probably.
It's fun, it's got beautiful visuals and great action, and it revels in 80s-90s cheese, especially the romance. The dialogue is entirely sincere, no bullshit self-aware and post ironic quips that plague modern blockbusters.
That said, the pacing is very rushed, so you might find yourself lost here and there, especially with everything happening on screen. But just know that things follow logically and everything happens for a purpose. It's just crammed in to get 2 volumes of the manga in.

The manga was always niche and just overlooked. It was good in it's time, but replaced by better stories. It's really only the west that kept it relevant when the OVA was imported along with Ninja Scroll, Akira, and the like. And even then Cameron is to thank for his announcement back in 2003 to adapt it that gave it a boost in popularity.

It is a beautiful trailer, but I think the hate in the comments is born out of general cynicism towards movie market and seeing her big eyes for the first time did seem like a crappy gimmick. After you see the movie it's impossible not to love the character though. This is actually the first time I've seen that trailer and I'm getting some serious Bioshock Infinite vibes from it. Alita looks a bit like Elizabeth and the tranquil music gives a similar feeling as the beginning of the game. Now that I think about it, boatman should give that one a shot.

There's probably some slight variance across the movie also because there were five separate dedicated FX teams each in charge of their own parts. You can see other places that are a little bit unlike anywhere else.
