Because actors are a bunch of soiboys who play make believe for a living.

insurance reasons. they don't want their meal ticket to get hurt and have to pay a gorillion dollars for plastic surgery and shit, they'd rather the guy with the wig get hurt.

You should be asking, why more stuntmen aren't going into acting.

Because they arent rightless slaves exploited by producers - which essentially hong kong cinema industry was.

And affording the actor who does stunts himself is not profitable, as legally covering him would cost too much.

he wasnt. There was actually huge competition for the jobs in Hong Kong during that time, so there were hundreds of people willing to risk their lives. In fact, Jacky made sure when became a start to not let the starve, and "carried" a troup of such stuntmen/actors with him so they`d get jobs in his and other movies even if minor.
