Alita initially struggles to regain her balance and orientation because the the momentum is pulling her legs AWAY from HUGO. The force pulling her right arm with the sword and her left arm with hugo is causing her torso to bend away.
You can see her relax her legs down toward Hugo as she pulls him up the first time. She clearly planning to use her legs to wrap around his upper arm, but as soon as she starts to pull him up he starts to break at the elbow, meaning her legs could be the very thing that breaks the integrity of his arm. She has to do it slowly and carefully but it breaks again. This whole time the breaking of the arm cables is creating more torque on her torso and shifting the momentum of her legs.
