I'd say he was done as well as can be done for 2015. It's going to be a while before you can get a CGI character like this 100% perfect, but Tarkin was as close as they could come.

BR2041 came out after Rogue One, so technology had advanced even more. I'd also imagine that Rachel's smooth skin was easier than Tarkin's wrinkles. But yes, Rachel was done really well in 2041.

The technology is exactly the same for this kind of stuff for a long time now, it all comes down to time, execution and effort.
Villeneuve and MPC the visual effects company literally worked for an entire year just on that single Rachael shot alone, while with Disney there was probably a lot of people forced to do it in a small amount of time. Also the lighting is far better suited for such work in the BR2049 scene than in the Rogue One scenes.

And the borderline cartoonish CG on Princess Leia (especially when compared to something like this) shows how the "smooth skin" really doesn’t change things that much

Has anybody else done better with a face that old and relying solely on old footage cause the actor passed away? It's a chasm of difference from recreating a very young, smooth face

That clip is just a tech demo. For the film they motion captured and actress and drew sean young's face on top of her performance. It's literally the same task as tarkin.

No. Even in this screenshot, compare the way his costume drapes and the way the plastic ornaments on his chest line up. The CGI version is too clean. The real Cushing flitted about, using a cascade of tiny gestures and twitches, none of which were reproduced in the sterile CGI.

Considering it's one of the first attempts at recreating an actor, it's pretty good. We should bare in mind that the de aging thing, as much as it is impressive, is still working on top of the actual actor your are deaging. This is constructing a dead actor.

The model was based off a scan of a face mold from Top Secret, which was made years later. Peter Cushing really deteriorated quickly after his wife died.
