I'd say he was done as well as can be done for 2015. It's going to be a while before you can get a CGI character like this 100% perfect, but Tarkin was as close as they could come.

The technology is exactly the same for this kind of stuff for a long time now, it all comes down to time, execution and effort.
Villeneuve and MPC the visual effects company literally worked for an entire year just on that single Rachael shot alone, while with Disney there was probably a lot of people forced to do it in a small amount of time. Also the lighting is far better suited for such work in the BR2049 scene than in the Rogue One scenes.
And the borderline cartoonish CG on Princess Leia (especially when compared to something like this) shows how the "smooth skin" really doesn’t change things that much

Considering it's one of the first attempts at recreating an actor, it's pretty good. We should bare in mind that the de aging thing, as much as it is impressive, is still working on top of the actual actor your are deaging. This is constructing a dead actor.
