It's not even in the top 10, and Texas is literally right behind it. All the top 10's are smaller states, which makes sense economically speaking. The other things you have to consider, besides just job growth, are forecasts for things like population growth, working population growth, what the individual tax burden is going to be on the state economy, etc. etc.
California exploded with the 90's tech boom, and then died off until the tech start-up boom. As more of that shifts to other economies (a lot is moving to Texas, and even other countries), California will fall off again. Literally, the thing that keeps California's economy growing is the fact that everyone thinks you have to go to California to be successful, including tech startups. Once that bubble pops in the coming years, its economy will slow down again. Meanwhile, Texas's economy booms and busts depending on EPA regulations (lmao) so there's little way to know whose going to wind up on top, but the predictions so far show Texas surpassing California in the coming decade and then dying off in 40ish years because it's working population is going to be 60% type-2 diabetic.
