It’s because in the movies the police are all totally unrealistic. Often times there’s like a few cars chasing the bad guys get away vehicle and then the lead vehicles end up crashing and magically the police just give up and no additional units from all over ever come. This is just one example of Hollywood police incompetence that leads to vigilantes being able to exist but the police in real life for the most part are not this dumb so they can’t exist.
