it's a way to demonize a character that could seem too friendly for the audience
He did like animals, a lot. But for some reason they have to play up the evil of a literal genocidal dictator. Almost as if the motivations and even the actions of Hitler and Nazi Germany are greatly embellished and even flat out lied about for daring to thwart the destructive schemes of Jews, and as a blood libel upon the white race.
Which entirely misses the point of a charming dictator. As if they think he grew the support of Nazi Germany with actual mass hypnosis
the dog was a mutt, he considered it a filthy mongrel, he only liked pure dogs like german german shepherds.

beyond that, it's a good narrative device in the film to trigger conflict and it's a funny joke when it happens
But there's plenty of real traits and opinions Hitler had that could be used to demonise him
He put Jews in Concentration camps (just like the Americans did to the Japanese) and allied bombings of supply lines starved them along with much of the country. Also Jews did everything they could to undermine and destroy Germany before his rise to power and the War, so he had good reason not to see them as his people.
