It's not cheaper, actually, but it is easier. It's also a guarantee for more box office revenue because general audiences are stupid and have been conditioned to see 3D as the evolution of 2D despite them being entirely different things. So the money they get back makes up for the higher production costs.

What makes it much easier is that 2D requires a smaller group of experts working round the clock, whereas 3D can have a large group of people who have received the same education at the same skill level all contributing pretty equally. More money, more man hours, but overall much smoother sailing.
