from the sound of it cuaron got the guy to be behind the camera because he couldn't direct and shoot the movie at the same time, and he trusted this guy with his knowledge and opinion on certain things. but cuaron was running the show at all times
I like how PTA handled this. He said "there's no official cinematographer" because the 2-3 people including the gaffer and himself made the decisions, so he couldn't take all the credit. Phantom Thread doesn't have a credited cinematographer because of this.

as a musician what cuaron did sounds to me like if you wrote a song, then hired a pianist to help you record it. he has the sheet music and plays it like it's written, and maybe in some parts he says "hey maybe i should play more legato on this part, and more piano on this other", you like how it sounds and it ends on the record. but when the album comes out he's only listed as "piano: performer name", and you still keep the sole songwriting credit

Not defending Cuaron, but all major movie productions make staff sign NDA to prevent leak of the content or any mishap on the set or publicization of any conflict over creative decisions. Basically, anything that could lower financial or creative success of the film.
