Season 2 was a nice neo-noir, right down to the utterly dark and cynical ending that was a little too much to me and felt a little forced in parts, such as Farrell going full retard .. it was still pretty interesting and tense

And what was the meth cooks connection to all this?

The killer was Tuttle's bastard grandson. From what I gather Errol, Reggie and Dewall tagged along to the cult meetings when they were younger, and then Errol became autistically obsessed with the carcosa and yellow king mythology, so he set up his own version of carcosa in an abandoned fort and made a yellow king out of bones and sacrificed dozens of women and children to it. The older cult members probably weren't aware of what he was doing except for when he displayed Dora's body, at which point his father probably threatened him which is why he didn't display another body until his dad died.
The part that really fucked it up for me was the complete thematic rejection of redemption it was almost too noir in that sense. Aside from that was a pretty solid story looked good as well.

The main reason why Season 2 flopped was that Pizzaman wanted to do something different every season, taking inspiration from different writers and all that, but the audience had gotten hooked by philosophical ramblings, mystical themes, and a spectre of some sinister bigger-than-regular-crime cospiracy during Season 1 - and just wanted more of the same stuff.
Season 3 is Pizzo basically delivering on that popular demand - cop duo, southern gothic, missing kids, the "what the hell is actually going on" feeling, the dolls and the unusual pose of the dead boy in the first episodes, and of course that direct reference to Season 1.
But at the same time, Pizzo is an autor and nobody's servant, and the resolution of Season 3 is his way of flipping off those same normies - "syke, buddy, no pedophile rings for you today".
