He replaces most plot related characters, making the episodes seem more cogent, and sometimes connecting the A and B plots. Instead of getting some boring accountant we get Roger in an outfit and jokes that work for Roger.

It also allows the other characters to work together too. Steve can now joke with Roger and allow him in the plot.
