1 is "inadequate/insufficient" here, but everything else is slightly different.
2 is a "passing" grade (sounds more pejorative in Polish).
3 is a "sufficient/adequate" grade.
4 is "good".
5 is "very good".

"mediocre" is synonymous with "average". That's not even close to what "dopuszczajÄ…cy" means. It means something like a "passing/allowing grade", but sounds more negative than these English phrases.
Decades ago a 2 was called "mierny". Maybe that's what you were thinking of? Still "mierny" would be something like "lousy", not "mediocre" nor "average".
I was thinking about mierny (when did it change?) and it does translate to mediocre.
