the whole point of veidt's plan was to unify all the superpowers against an intangible outside threat. manhattan had been an agent of the u.s. military, ussr/china wouldn't have just accepted the idea that manhattan turned on everyone, unless maybe the USA suffered more losses than everyone else. otherwise they would have just assumed it was a false flag. so manhattan nuking everyone actually implicates the USA, people wouldn't have banded together. it more likely would have incited total nuclear armageddon, as the soviets in the aftermath of the attack would have almost certainly counterattacked immediately
