They had to choose between animating the bugs and making the battle suits. They made the right call.
For the same reason we don't just simply kill all the incels. They're convenient for furthering political narratives and they're a unique combination of lacking in power, yet still possessing some level of inherent menace and being able to illicit repulsion to the general population.
They wanted to capture a brain bug so that they could better understand how to fight them and where their real homeworld was. Klendathu wasn't even close to their strongest hive.
