I don't have an exact time stamp but in total over the whole she's only prominently in 2 scenes, in which her spotlight must be somewhere in the ballpark of 8 minutes maybe, other than that she's basically set dressing or a talking head.
The father characters of both Tish and Fonny are in an equal amount of the film (or maybe a bit more) and are just as valuable to the film as she is, and their performances are just as good. Yet neither of them were ever mentioned in any awards since the release.

Regina King absolutely deserved it, she was great in Beale Street, really the best part of the movie, other than the score.
I don't think there are any rules about screentime, especially for supporting categories. I know actors and actresses have won in roles where they had as low as five minutes of screentime (Beatrice Straight in Network, for example.)
It's pretty good. Infinitely better than Moonlight, probably because this was based on a book.
Did you even see the movie? The scenes with her in Purto Rico were the best in the film. Not sure she deserved to win over Stone and Weisz, but it was a very good performance, and certainly more substantial than previous winners. I'd wager she had more screentime than Anthony Hopkins did in Silence of the Lambs, and he won Lead Actor.
OP here, it is a good movie, I liked it. I just felt like she was an odd choice for the Oscar, I feel like Weisz deserved it more so.

Weisz and Stone both being nominated probably split the votes. Wiesz was really good, but I think King deserved it overall.

Emma Stone was basically the anchor for that movie, much of it revolved around how the events effected her and she was by far the most focused on character. I would have never considered her anything but the lead of that movie. I don't understand how Colman was the lead, is it something to do with the story?

I don't think so. Much of the Academy's decisions are made arbitrarily; in the interest of getting a lot of celebrities to show up, and to ensure people will watch. Stone probably wouldn't have been nominated if she wasn't as big of a draw as she is right now, I don't think her performance was anything special.
