Animators, both in the east and west, realized that their audience doesn't actually care about the quality of the show's artwork, its designs, or its animation; they honestly really only care about power fantasies, sex, and listening to the same cliche story for the 10,000th time.
It's why the west now just churns out the same calarts crap, and why anime is now mostly CGI garbage

The state of the animation industries between East and West are just so different for so many reasons they're practically incomparable.
At the base of it all is the divergent incentives stemming from the conditions in their respective markets. Simply put, there's no incentive in the west for 'high-quality' traditional animation. An additional dollar spent on improving technical quality does NOT raise an additional dollar of advertising revenue so networks prefer more simplistic stuff leading to the 'doodle' or 'wooden' flash style of most western cartoons.

Show me an eastern animator from the last three (3) years that looks that good either.
