He already has billions for the wall that the courts can't block, and the court case will go before SCOTUS within a year since a case of this magnitude takes precedence, like the travel ban. Face it, before the 2020 election even happens he'll have built hundreds of miles of wall, then he can campaign on finishing the wall which will be a winning issue for him.

$1.375 billion from Congress
$600 million from Treasury Forfeiture Fund
$2.5 billion from the DoD counter-drug fund (drug seizure money).
That's around $4.4 billion he can use without having declared a national emergency, and there's no legal means of slowing him down from using any of it.
Then there's another $5 billion from the national emergency declaration out of the Army Construction Fund, which will be tied up in court for a year.
If the Supreme Court upholds Trump's authority to use that money, which is likely, the total is about $9.5 billion for the wall.
