There's been plot leaks. Bo Peep left years ago when Andy wasn't playing with them and has become an independent STRAWNG WOMAN. There are even flashbacks to those times she was there showing her disagreeing with Woody's leadership and about how his blind faith in Andy would doom them all.

Evidently she was always very self assured and didn't need no owner all along mmm hmm. The film also shows how much she's grown as a person by not having an owner unlike Woody "Yes Massa" Cowboy.

Sounds like she forgot she was a toy or that she is just mad she is a shit one.
