It's pretty much the exact opposite, to the point of having a character written specifically to that stereotype of "all cops are racist, violent pigs" and turning the narrative on its head by making him sympathetic and the deuteragonist.
The characters aren't defined by their occupation, nor is the script that shallow. It actually has a theme, similar to Manchester by the Theme, about the dangerous hivemind of small communities. You should definitely watch it, but don't expect a black comedy. It's a flat out dramatic piece, with a singular comedic misfire and some otherwise funny slice-of-life comedy, mostly from Woody Harrelson.
