They could have. It was deliberately chosen to do it this way despite being possible to have it filmed on a real street. Kubrick wanted to send a message about how the world around you is utterly fake and built by the elite. Tom Cruise walking down a fake road is a meta statement by Kubrick that the elite build your reality and you don't even know it, but once you're aware of it, you see that you're just a person on a treadmill walking in place while the elite's reality they built for you moves all around.

there is not a single street scene in EWS that is shot on a real city street
you are also forgetting the video game phenomenon where characters have to walk really fast or its boring as fuck. it registers as normal walking to the eye while looking extra cinematic how much motion it gives as the camera tracks.

literally not at all. they're sure that kubrick would've kept tinkering with it if he'd lived, but the cut he screened days before he died is pretty much what came out (it was an incomplete cut that still needed to have some music and sounds mixed into it, plus the CG censorship for the R-rated cut.)
I think it's because the film was made over the course of 4 years and the shooting was disjointed.

I don't really think anyone can answer that more accurately than Kubrick himself imo, I don't have an answer other than what's already been said, maybe it's an amalgamation of all the previously stated reasons.
