I don't know if the people who see someone close and start screaming SEXXXX like Bucky and Cap, Elsa and Anna, Nick and Judy are because these people are so repressed and anti-social they genuinely don't understand relationships beyond wanting to fuck or if they're just shippers looking for attention. That's also because, at least to me, Kristoff and Anna's relationship basically started because the trolls pushed it (Fixer Upper is such a shit song) and we haven't seen much of it. I even liked Anna with Hans before the big bad reveal in the first movie.

I don't think there's any chance Elsa and Anna would ever be gay for one another, but I do think Disney is fumbling with how to portray a convincing, caring sibling relationship. They want the audience to know that both characters care for their sister very much, but they don't seem to know how else to show it except by writing scenes where the characters exchange gifts and declarations of love while touching one another tenderly. But this makes Elsa and Anna look less like sisters and more like teenagers experiencing their first crush.
It probably doesn't help that these two sisters had an unusual childhood that forced them apart against their will. I get the vibe that they're desperately trying to make up for all the time they lost, but they're still a bit uncomfortable and awkward after everything. So they're acting overly gentle and loving towards one another because they fear that any arguments might cause even more conflicts and separation between them.

I don't think so. The queen and the female lead aren't related in the original Snow Queen story, but from what I've heard, turning them into sisters was one of the first creative decisions in the development of Frozen.
Besides, IMO the worst cases of accidental-lesbian-incest subtext have been in spin-off stuff/merchandising rather than the actual movie anyway.
