Not sure if serious question or not but what you need to do is understand not all black people look like big lipped big nosed freaks. If you were to look up different features for people of different parts of Africa it can be shown that someone from the Congo could look entirely different than someone from Uganda. Style wise it determines on how you wanna write your story. If it’s High Fantasy draw them in respective attire. If it’s Sci Fi draw them in said attire. If it’s modern day times draw them in styles seen in modern day times, etc.

The thing here is understanding averages, if you want to create a "truly 100% black" from imagination, you have to understand, both from knowledge and feel how a "truly 100% black" looks like so then you can give individual carateristics to that character or keep it a generic template, whatever you feel like. If You want to give european, our in this case "european" features to a black character, that is again, up to you. Not even euros have perfect loomis faces, so is obligatory to know how to deviate from the "ideal" loomis head, wich is something that loomis himself teatches, and knowing those templates, those averages, are just tools to help you draw better

But that's the thing, genetics vary wildly within races and you can't exactly pinpoint what it means to be a "true, pure-blooded black/white/latino/asian/whatever". As if you can only be considered black if you're nose is as wide as your face or you can only be truly asian if your face is square and as flat as a pancake.
I understand there are differences between the facial structures of different races, but the idea that "this is what a _ person looks like and if their specific features are presented in a way that's aesthetically pleasing then it's caucasian." is pretty trite.

It's a common thing in comics to see a black character drawn with the same features as everyone else and the colourist is supposed to take up the slack. Like that issue of Marvel Universe where Robbie Robertson was coloured white on the cover because the colourist couldn't tell the difference.
John Byrne did say at one point he consciously tried to up his game at drawing different black faces, the female CIA agent from Next Men was the result. She didn't look too bad as a design, he gave her arched nostrils like Pam Grier.
The real master of black faces was Larry Stroman, check out his work on Tribes, he used to have distinct faces for every character.

Most of the time anime characters are all Japanese, with maybe the occasional white person(though with the usual anime style there's rarely a consistent visual difference between light-skinned races). But Japan's xenophobia is also different from America's, for instance you'll see black people in anime way before you'd ever see Koreans.
