Eh, me neither really. The problem is what you said, she was pushed into a story that felt largely useless, and not because that sort of world-building isn't necessary, but it felt like it belonged more in one of these CGI shows they've made, not in Star Wars.
Kinda like the infamous Cantina scene in ROTJ, but extended for more than it should.

Comics, books and shows should help flesh out the setting and characters so it's not that surprising that even Rose got a shitty comic.
The surprising thing is that there wasn't much in the comic that the movie couldn't have explained.

Well she's a character with top billing in the movies so it's not a surprise she got one, but this is, after all, a one-shot... I don't think anyone would honestly want to read an ongoing of someone whose adventures basically began with the movies, there's nothing really there.
Quite frankly many of these one-shots are superfluous, even Captain Phasma got a story too before this thing which explored more of her backstory than the one-shot.

Disney just burned everything that wasn't the PT, OT and TCW and are slowly taking bits and pieces of it and adding them to the new canon.
