Arkham series created a good formula but it can be refined like the PS4 Spider-Man game showed, they should reboot the Arkham franchise with a new story more close to the comics, imagine a series of Batman games where you see the life of Batman form young to old.

A Flash game would be boring as hell, the reason why Batman works the best out of any of the more well known DC heroes in a game is because he's limited in the scope of his power, he has human limitations, but can use gadgets to make for interesting gameplay elements, enough that it's easier to arrange a game around him without making so many compromises that you would have to make when making a Superman or Flash game.
Same reason that a Green Arrow game could definitely work, he's reasonably grounded enough and has an assortment of arrows to make things interesting.

Bearing in mind that this is Montreal and also various rumors about the project that have floated around for years, I'd imagine this is a sequel to Origins, prequel still to Asylum. Joker will still be alive if that's the case and he'll almost assuredly appear but there's no way he'll turn out to be the big bad AGAIN.
