Seems like it would be used to opt out of stiff competition. Not every new character becomes a FOTM, so people would vote with maybe one character in mind max, which makes a sweeping rule on unrelated characters. At that point you might as well do it on a character by character basis (which I don't recommend, the proposed debut ban is way too messy in practice imo).

If Spinel wins, I'll hunt a dangerous invasive animal of your choice and stream it. Whoever replies to this with the best GET will decide. If two people have the same GET (two people have dubs or something) then I'll go by which one has the most votes between them.
A few rules: -The animal has to actually be harmful and invasive. I'm not a poacher. -Pick something elusive or dangerous. Don't tell me to go after some tiny harmless bug that's easy to catch. -No pets, animals in captivity, etc. Don't tell me to go after one specific animal ("kill this exact animal here from X documentary"). I'm not an animal assassin or something stupid. -No "durr humins r invavisive speceis." I know humans are animals but I'm not doing that. Don't be retarded. -Give me a reasonable amount of time to save up/prepare to hunt. I'll give an estimate for how long I need depending on where it is. -Lastly, don't send me somewhere that is stupidly difficult to get to. I'm not flying to North Korea, or diving to the bottom of the ocean.

That doesn't necessarily indicate how voters would place them in comparison to each other. 4-8 never face each other so there's no consensus on which girl is better than which. If 99% of people voted Spinel over Velma, that wouldn't mean Velma is the least popular of the 8. Just that Spinel is significantly more popular. It could be the case that Velma totally curbstomps the remaining semisemifinalists, which is what the second vote is meant to roughly determine.

I think the debut clause totally misses the mark on FOTM. New characters aren't always FOTM, and FOTM aren't always new characters. A sequel or return of a series is just as if not more likely to produce a FOTM. Spinel is just a freak of nature, and the proposed rule seems like a knee jerk reaction to a freak occurrence. This rule doesn't seem like it would do much to protect the integrity of future competitions, just limit them in the extreme off chance another perfect storm arrives at the exact moment of the tournament.
