Okay, so basically Splinter took over the Foot Clan - he'd killed Shredder so it was his by right, and he had been Foot once himself, so he thought this was his chance to redeem the Clan. And initially all of turtles were in favor of it except Mikey. Well he did some questionable shit because he saw himself as needing to protect his sons, and the clan. The turtles started distancing themselves from him. And then he had a bit of a "dammit, I'm distancing myself from my family" revelation and tried to give the Clan to Shredder's granddaughter peacefully, hoping for a nice happy ending where the Clan is not longer evil and he can be with his sons.
The current arc is the whole situation blowing up in his face, because Shredder's daughter is (1) a psycho at the best of times (2) under the influence of a demonic sword.

As far as I see it, this man is going to tarnish the entire IDW TMNT run. Sure it had some lousy arcs like Chasing Phantoms, but this man has zero right to be writing anything. He's very bad at it. Bringing back Mona Lisa isn't going to mean jack shit if the writing for why Mona is back is lousy. And frankly seeing that random new child turtle character? We're not even done establishing any kind of role for Jennika and other characters have no purpose like Angel and Alopex and they're adding MORE turtles? This is a bad sign. One of the biggest flaws this comic run has endured is a bloated cast and they're adding more newer characters like Mona Lisa and this random kid turtle? To me the comic doesn't even feel like it's about the titular main characters anymore. It's about every writer either trying to justify their favorite side character or INVENTING random new characters.
I don't even enjoy this anymore, it's just a chore to read through this stuff doesn't help that City at War is basically a longer version of Triceraton Invasion with a very forced rushed fell all over type of story with no breathing room. Making Campbell Head Writer immediately after this doesn't scream good news either. IDW TMNT has become a complete mess.

This comic and it's large cast of largely worthless characters. To this day Leatherhead who has a GOOD personality (he's a mutant who wants to work to forcefully return mutants to being regular animals) has been given nothing beyond the premise of his personality. It's disappointing.
And don't forget the cast is on the verge of becoming even more bloated. Hob now understands how to make his own animal army so expect even MORE extra superfluous characters showing up with half-assed development. Wouldn't surprise me if Mona Lisa in this series is part of the new mutants that Hob has created for his army. After all Hob needs intelligent mutants who are tech-heads and he's not going to rely on Lindsey forever because she's a human.

Basically I felt it wasn't a good use of the old character's name. And I didn't like that Raph just didn't bother to learn her real name, or come up with a Nickname that even slightly sounded like it. And I thought their relationship went from 0 to 100 way too fast, particularly since she appeared like three times total. And I didn't like that she wasn't even in his thoughts during the final eps.
There was the germ of a good idea with her, but I thought she was mishandled in more ways than just not being a good use of the "Mona Lisa" name.

Humans turned into animal mutants simply feel fake. They have identities and fully remember who they actually are. So it would be complete garbage that they willingly drop their identities simply to embrace their new mutated forms.
Animal mutants on the other hand have no identity because previously they were feral animals fueled by instinct. So once mutated it's the first time their personalities are developed. Even Hob made a mention about there being a big difference between human mutants and animal mutants. Putting it simply a human mutated into the form of an animal doesn't have the same understanding for the plight of mutant animals. So any human pretending to understand the struggle that the animal mutants are going through is faking it.
And for this reason this new Mona Lisa is garbage. Hope she's killed off.

It was in the Deviations issue where all the turtles were brainwashed, it ended with every character that wasn't the main four turtles dead too.
Deviations was just a non cannon one shot so it doesn't really matter if you read it in the end, thought it's funny to see how they just go all out on the deaths so i would still recommend it.
