Does Krakoa's resurrection system only work on mutants, or are the X-Men selfishly only using it on mutants even though they could bring back humans too if they wanted to? Like, at the very least you'd think that Jean Grey would want her dead human family-members back.

Jean would required their DNA and a mental backup. Something which she doesn't have since Xavier only categorized the DNA of mutants and mental backup of mutants. If she had other mutant relatives, they would qualify though.

That's because they are clones. The originals died and the new ones that took their place are clones that have outdated memories of the original.
