There might have been an early idea for the show, but basically, no. The character we know as Gwen was never supposed to be Ben's girlfriend. They were designed entirely to be rivals. They drifted closer to siblings than cousins, but they were never anything close to romantic interests in the show.

I'm not sure, the same relationship dynamic would be seen as a budding romance in many other shows but because they were related and so young it was on the edge.
The creators were probably aware of this and that's the reason they threw her into a relationship with Keven in the first couple of episodes in Alien Force with very little relationship development. I have no problems with making them a couple but the set-up was shit.
