The Incredible Hulk movie with Edward Norton is. Tony Stark has a cameo talking to Ross about building a team. Later in The Consultant short they explain it was done to piss Ross off to prevent Abomination from joining.
It is directly connected to Captain America because they were trying to recreate the Super Soldier serum. Later that is how Abomination was made. In a deleted scene when Banner tries to shoot himself in the head there is Captain America in the ice but it was cut.
