Universal doesn't have the film rights to Hulk exactly. What they contractually have is right to first refusal for distribution if Marvel wants to make a new Hulk movie.
Does universal still hold the rights?
I know it comes off as a shock for Hulk fans, and I personally like the green guy, but man the HUlk cannot carry a movie.
Maybe a miniseries that delves into what happens in Banner's mind as her turns, or something. But you need to be able to tell another story because in the grand scheme of things it's always going to be "Hulk get mad - smash - win."
they could've made a she hulk movie and she absolutely could've carried a series on her own
All they gotta do is make another fucking hulk movie and people will see it
The entire way you make a Hulk movie entertaining is get creative with his smashing. Have him fight multiple enemies, some he can punch (like Abomination) and some he can't (like The Leader). Have him use weapons and tools. Mix it up, don't just give us two hours of HULK PUNCH PUNY TANK.
I actually found the actual Hulk parts of the Ang Lee movie to be pretty entertaining, even the fight with the giant dogs. It was all the talking between the characters that was boring.
Why can't they just give up any rights they have back to Marvel? I'd love a film adaption of Immortal Hulk though. Animated like DC's animated movies preferably.

I'm actually surprised Hulk hasn't had another shot a solo film at all both in the MCU and outside of it.
Anything that was set up in the 2008 movie aside from that tease at the Avengers movie and that one military general guy is forgotten about. Abomination didn't really die, but he's never mentioned at all. Plus there's a great abundance of superhero flicks, so general audiences would gladly take in Hulk with his own movie. If Aquaman can be a Smash Hit, Hulk shouldn't have that much of a hard time.

Immortal Hulk is outselling Batman right now, maybe not with a movie but you could definitely make an episodic miniseries based on the first few issues of that. MCU Hulk went a completely separate direction though so it'd be kind of weird having such a massive tonal shift
I actually think he can carry a movie better than Tony or Wolverine.
Not only is his backstory abundantly sympathetic, but his superpower is also a curse. He’s so strong yet a fully grown person would absolutely hate to be in his shoes. He’s so entertaining, and sympathetic. He may not be as relatable as Spider-Man, but part of me feels like you could sympathize with how much he goes through.
I like the fact that General Ross’ obsession with hunting Hulk down could be interpreted at him trying to punish Bruce for falling in-love with his daughter.
Would you watch 2 hours of Progressive Hulk dabbing and making quips?
Bruce basically carried the Avengers movie, imo
Tony and Steve could suck a dick for all I cared. Joss Whedon really jumped the gun with the Black Widow/Hulk romance. He should have made it a slow burn if he wanted to go that route. I could see it happening with the Sarcastic Bruce Banner and the Clever but in-over-her-head Natasha, but he kinda killed it by not having them gravitate to each other naturally.

Ang Lee's Hulk was a fantastic movie because Hulk wasn't really in it much at all. The focus of the movie was on Bruce's struggles and desire to rid himself of the memory of his father and The Hulk. And Bruce's inner struggles with himself are the keystone of any great Hulk story (well, until Immortal Hulk came around, but that's a fantastic story for different reasons.)
