It depends on who he fights and how seriously they take him. If he has time to be defeated by stronger and stronger people, maybe he could get cosmically powerful even.

Many of the heroes wouldn't have any way to kill him, like Hulk I'd think doesn't have a way to completely vaporize every little bit of him.

Well, in Marvel there are tons of literal street levels who exist without problems.

He's the ultimate being even by DBZ standards and he probably would have reached super saiyan blue-level power in mere months, because his saiyan biology and namekian regeneration grant him infinite zenkai boost from injury, at nearly triple the rate of a saiyan, because Frieza frost demon biology.

There's literally never been a DB character shown to be able to survive being inside the sun. Hell, a hard vacuum is enough to stop any Saiyan, no matter how powerful, in their tracks.

Durability doesn't matter when the Perfect Kamehameha and many more powerful variations can wipe out the solar system. You can't imagine how strong that is. Also Cell can survive in all conditions and Goku n Broly drank magma, so no.

Durability totally matters, especially when dealing with beings that are faster than light, which even in Super is a pretty high bar, considering going FTL was Dyspo's trump card. Cell's cool as fuck but he's not more than an arc villain for the Avengers.

Cell's biggest weakness is that, like most villains in Dragon Ball with the notable exception of Majin Buu, he's out to establish his dominance over lesser beings via martial arts duels. He'll happily agree to rules, tournaments, and whatever else he has to in order to prove he's the strongest, and there are plenty of pragmatic cosmic-level heroes who will take advantage of that.

Cell isn't FTL. Dragon Ball doesn't hit FTL until Super, barring instant transmission.

That doesn't make the slightest bit of sense. If Goku is faster than light, why did it take him 177 days to get through Snake Way, which is a million kilometers long? A light year is more than a trillion kilometers by comparison

He has a stupid amount of destructive potential (and regen), but like fuckall magical/mental defenses, right? A decently skilled magic-user or telepath should be able to neutralize him

Raditz was already FTL quoted by Piccolo seeing the Double Sunday move. Burter was the fastest seen in the universe. Dyspo is god fast in terms of speed. And yet, Goku, Jiren, and Broly are even faster.
Perfect Cell still has the potential to build up tremendous speed abilities after eating more people.

God I hate DBZ's tendencies toward tell, not show. You can't just demonstrate that a character is a solar system buster by having him say "Wowee, I bet I could blow up the solar system"
