This should've been a miniseries, 12 issues of padding. Ohhh well, I had no idea. I'll have to read on them. Like someone else said, the problem with these books is that they're intentionally stunted because it has to cover stuff that doesn't contradict whatever the movies do, and since there's no supplemental material they can base them of, they have to play it too safe. Soule's Darth Vader took place in a period of time that was simply unseen in between movies (and won't be touched upon), so it had more freedom. But this? I don't see it working as well. But I'll give it a go.

Yes and no. Remember that while the majority of HoX and PoX have appeared self-contained, we saw the current F4 in the first issue.
On top of that, their new costumes are being used in the line-wide event as seen in the Incoming #1 cover OP posted.
What that says to me is that either Hickman is going to argue that everything that has happened to the X-Men previously took place in a previous life of Moira's that ran very similarly for the rest of the world, or there will be some further explanation down the road, but at face value, I believe the Life of Moira X that the events of HoX and PoX are primarily set in is taking place within the primary timeline shared by the majority of the rest of Marvel's monthly books.
So I am a bit confused. Is Hickman just going to swing into each of the other X books to plant seeds that progress the macro arc he has planned, or is he going to be a co-author on most of them. I want to strap in for as much of the ride as possible, but I really hope they publish an ongoing reading order if there will be crossover references to the events of other books.

Based on the solicits, it seems like X-Men will be the vehicle for Hickman's older character generation content on the macro level of interaction with Earth, while New Mutants will focus on the younger Gen, while also tying into whatever he is setting up with the Phalanx 1000 years in the future and the roots of it in space.

Black Widow minis are so formulaic lately and this "guided tour of Natasha's exes" thing is kind of frustrating, not least because her relationship with Daredevil was her longest-lasting and most influential, yet DD books and Black Widow titles both seem to be ignoring it.
This had the potential to be a really good long-term drama, I would say Marvel should have promoted it more but I think a series like Invaders has limited appeal in the market?

The Shogun has been good overall, though. He managed to make Carol sell well, gave Doctor Strange to Waid, has greenlighted Ewing's weirdo projects and brought lots of Spanish and Asian talent into the fold. There's some duds (like approving more Cates' CGR nonsense) but other than that it's been some of Marvel's best couple of years.
