Koreanon here, and the answer is simple.
1. They don't have a good story to make one.
2. The market isn't big enough.
The Korean audiences are not interested in cartoon, not even literacy. They have the skills, they try to make 'good' cartoons, but the storytelling is mostly bad.
About the market, if you ask for the cartoon shows, I don't know. But movies, if it isn't Disney the audience don't even care.
There are exceptions though. Like Daisy: A Hen into the Wild

The creators 'warn' you to stop the lewdpostings, they 'warn' you that they'll sue, but I've never heard that anybody actually got caught by making lewds. So it's just a rumor.
