It depends. You can 100% industrialize heavily without creating too much of a carbon footprint if you go for nuclear/renewable tech and with some heavy regulations on waste dumping/pollutants. More importantly it allows Africa to raise it's standards of living and reduce it's population growth. Not to mention giving them the tools to actually help the environment...eventually. Look at China/India, it took them a while but they're investing more into renewable then the USA, they're building more solar farms/wind, they're building more nuclear power plants, China's like biggest customer of electric vehicles in the world and they're finally cracking down on plastic pollution

America's rise to power is largely tied to the billions poured in from the British for wartime goods and material during WW1/WW2, Saudi Arabia was nothing before the trillions in oil money started rolling in, Japan only really got it's economy rolling after billions poured in from America after WWII and China really only got it's start from the trillions of investment from private companies intending to use it as a sweathouse. Yes, China will invest a fuck ton into the various African nations, yes they will be heavily tied to China, but they aren't going to be colonized by them any more then America has "colonized" China/Japan because their economy is largely dependent on american money and investment.
