The sign says that the shop was "Formerly Chuck's", implying that the two words beginning with "F" and "S" would have ended with "-uck", rhyming with "Chuck". So, when Chuck owned the shop, it would have been called "Chuck's Fuck and Suck".

The Simpsons used to have a gag where Bart (sometimes with Lisa, sometimes alone) would prank call Moe's bar with names that, when spoken aloud, would have a double meaning as something embarrassing. For example, Bart would ask if "Huggankess, Amanda" were there, and Moe would ask the bar "I'm looking for Amanda Huggenkess," not realizing it was a homophone for "I'm looking for a man to hug and kiss." When Moe clued in, he would threaten Bart in over-the-top ways.
Don't worry, it's understandable that someone wouldn't get this gag. The Simpsons stopped using it before a lot of Yea Forums's userbase was born.
