X-Men literally kept Marvel from going bankrupt in the 90s even after selling their movie rights. Spider-Man has been a merchandise juggernaut for the company and is responsible for most of their money to an insane degree. So Spider-Man wins out.

He was the most talked-about of the Golden Age heroes in 60s-70s nostalgia articles and fanzines, and was referenced a lot in pop culture like The Beatles Continuing Story of Bungalow Bill and Gomer Pyle saying ''Shazam''. One of the first comic book specialty stores in the 70s also used a knock-off Mr. Mind as their mascot.

Doubt it, there were a lot of comic shops back then, and places outside comics (newsstands, book stores, supermarkets, convenience stores) still carried them. With that in mind there wouldn't be a need to overship.

I doubt X-Men will ever reach their 90s popularity again, a lot of things went right, Lee art, the cartoon, Capcom fighting games, the toy collection.
