I really thought Moose was a boy. That episode where Pepper-anne had her try on bras I thought was a fucked up move on a little brother. Didn't hit me until the actual episode Pepper-anne address moose was a girl.

I think it was all on purpose. The look, voice, name, and 90% of the time Moose is referred to by name and not any pronoun. I only figured it out after hearing "her" and "she" in a couple episodes and I watched nearly every episode.

More often than not its a giveaway in cartoons when you don't want to give character tits or lipstick

Not him but yes, usually in cartoons simplistic characters are used so easy to recognize signs like long eyelashes, skirt and makeup are used yo define female characters.

He's right though. If I didn't already know that the fox in your picture is a girl, I'd mistake her for a boy just because of the look of her eyelashes.

Likewise, Jim Davis' habit of drawing eyelashes as a sign of youth/cuteness rather than femininity has always confused people. The cartoon's VA didn't help. Also, some non-English translations of the comics/cartoon either referred to him as a girl or gave him a feminine name.
