Nobody ever cared to use what was already there. The only difference between Joker and (let's say) Cheeta is a fuckton of stories. Whitout those, Joker would still be just an evil clown. Now she is too iconic to start from scratches and to underdeveloped to be appealing
Nothing about her ever sticks. If there is no immutable core lore, there is no character. You are just a brand, an "icon". Imagine if the following batman traits were always shifting and equally valid: orphan/non orphan, friend with Gordon/wanted from police, murderous/no kill rule, batmobile/no batmobile, uses guns/is against guns, butler/no butler, no Gotham/maybe, human/superhuman, gadgets/no gadgets. Batman would be unidentifiable shit too.

Honestly she isn't even a character at this point. Proof is that even comics readers thought that Gal Gadot's movie was accurate to the comic (or well cast).
