It's not the same body. The last 2 times we see the comatose body is when it was with Hydra Cap post-CW2 and then again right before it goes missing. It has a full set of hair both times. The new one he gets for himself and Rhodey are completely bald. Slott's run even has Tony remarking that something is off and that he possibly didn't come back "right".
