Goku absolutely. Superman just started too high, he could give Steven some advice on controlling his power but even then his power set is just too different and far too weak when compared to Superman's. Goku would be zero help in helping Steven control his powers in a direct sense, but he'd give him incredibly valuable martial arts training and ki training that would likely help Steven in controlling his own gem powers.
Honestly Superman's main draw over Goku would be his ability to instill proper morals and a sense of responsibility, but Steven already has both of those in spades. Hell, Goku might even be better in that regard too, help Steven be more assertive. That and he's far more likely to let Steven fight his own fights, which is exactly what he needs.
