Basically anyone who seems to be a villain more by happenstance than having a villainous personality.
Anywho, Spot was just a scientist who thought he could fight because he had warps... that's not the best villain story. He's not even robbing banks to fund research, he's just a villain because that's where he started.

I'd like the title of Arno Stark, the Origin of Ultimate Tony Stark mixed with the recent quadriplegic Arno Stark origin story, but that the Nanite's fixed it the way they fixed Ultimate Tony's over sensitive skin. And the powers of Gregory Stark from Ultimate. I would like to be entirely undocumented in the 616 universe that I am in with the exception that at anytime I can claim half of what Tony owns, and whatever portion of S.H.E.I.L.D. Howard Stark has a right to know if influence. I would look like Sawyer from Lost mixed with extra young Clint Eastwood. I would be as old as the World's Fair. I would escape the destruction of the Universe with my powers, my super high tech clothes and one possibly unquestioning boon, like an Infinity Stone from another universe, or a dead Ultimate Thor and Mjolnir.

My contemporaries would be Ultimate Mysterio, Ultimate Miles Morales, Ultimate Reed Richards and Dr Doom of 616.

She could be a fun Anti-hero or even a hero.

You could literally throw a dart at a random collection of Spidey villains and get a better pick. Top of the pile is Shocker (has repeatedly indicated he wants to go good and just hasn't been afforded the opportunity), Sandman (is literally being mind controlled to be evil...Marvel just forgot), and Rhino (had his fucking arc and was well and truly done with villainy until Ben fucked it up).

Okay, trickier. What makes a lot of DC villains great is what colossal assholes they are. I'd say Killer Croc but I think that's actually kind of happening in a new comic at the moment and (sue me) I actually kind of like the Killer Frost redemption arc in Rebirth even if I despise Harley's so...

I used to do RP's to this effect all the time back when running City of Heroes. My favourites included:

A down on his luck, single father looking after his adopted daughter, Cassandra Cain. He and Cass met whilst they were both out on the streets together. After finding out that Cass couldn't read, he buckled down, got serious about finding work, eventually, getting hired by the Gotham Knights as a star Quarterback. Eventually, he was kicked out, due to his mutations failing his drug-exam. After losing his main source of income, he was forced to work for the mob for a bit, but eventually decided that it wasn't worth it. As he got to the end of his rope, he was approached by CADMUS to work for them, in return for them paying for Cass' education.

Still a villain at heart, but after accidentally killing Barry, he quickly figures out that the only reason that he hasn't faded out of existance is because he now has to take Barry's place. So he becomes The Flash, in order to ensure that the future doesn't change to the point where he is never born.

Ridiculously protective older brother, known for taking on anyone and everyone that picked on his brainiac little brother. They eventually joined the military together and on a mission to Cambodia, they found the Crimson Gem. Cain and Charles go off to become a superhero duo, with Cain as the muscle and Charles being able to shut Cain down whenever he goes out of control. Epic Bromance ensued.

Fuck man, I think it's about time that nearly half of Batman's rogues gallery become heroes at this point, I mean, DC isn't doing anything with them so why not? I'd want to have Mr Freeze, Two-Face and Riddler be permanently rehabilitated and become honorary members of the Batfamily.
Legitimately, my dream would be to unfuck the Iron Man canon surrounding his rogues and make it so that there were only ever two Crimson Dynamos. Ivan Vanko as the first, who defects shortly afterwards because he's just a scientist who doesn't want to die and decides to work with Stark, and Dmitri Bukharin, who becomes Russia's state-sponsored Iron Man and acts as a heroic, but openly competitive rival to Stark from then on.

Superboy Prime, but only as a past version of him spooked by his future self and then adopting a completely separate identity from supes.

I would love heroic Mysterio. He would constantly show-off his heroic deeds and every other hero would hate him for it. And the best part is that they wouldn´t be able to do anything to him because he would be kinda competent at his job.

That would doom Overdrive to being forgotten.
Literally the only reason to care about him is his origin of "I became a supervillain because I want to join the Avengers and they ALWAYS take reformed villains".

That's a good hook for a villain, but you redeem him? He's just another unremarkable hero.
