What's your character about? If you don't mind me asking. Try to think about that and the tone of the story and base your design from that.

He's a pinstripe gangster who talks like one, enjoys violence, is quick to temper, and is out for blood. He's got a very Merry Melodies attitude about him, like a Daffy Duck but less gullible and more senselessly violent.
I'm trying to design a tone that feels both dark and dreary combined with a cartoonishly whimsical color scheme. Invader Zim might have the balance of whimsy and dread that I'm looking for but it doesn't fit it to a T, though its thematic emphasis on heavy industrialization and technological integration is also something I'd like to incorporate.
