Butch Hartman is an unoriginal douchebag, lack of experience with action shows had nothing to do with it. If you watch any videos he describes his creative process for Danny Phantom at all, you can see how he has no personal interest in the characters at all and sees them as hollow shells to fill out a cast to make "a show". He doesn't have a story to tell, doesn't have passion, he's a shill who likes to have shows on air to appease his sense of ego. He hated Danny Phantom, I was there the very first day he started social media. He barely referenced Danny Phantom at all, promoting himself more as the Tuff Puppy creator and FOP. I really liked this show when I was 10.

I always thought it was a shame that Vlad wasn't a more serious Lex Luthor styled character that genuinely wanted to get closer to Danny as a person.

Granted I thought a lot of the villains were a bit of a wasted opportunity regarding their backstories and motivations. They could have had fun giving them different tragedies and moral standards to play off of, regarding how they died and what they wanted, but they just kind of became an interchangeable stock of cartoon baddies in the end.

Technically it fails to be fair use because it doesn't comment upon or criticize the original work, and doesn't set up enough parallels to be considered a parody, as it limited itself to lifting the plot resolution and general dialogue but nothing else. It didn't nod to the original "inspiration".

That aside obviously you have to be the laziest most dismissive person to make the climax of your animated movie be entirely taken from another animated movie's climax, that's supposed to be the conflict uniting all the plot elements before the catharsis, and if you wrote the movie right then your climax should be unique to the specific circumstances of your own movie. Aladdin tricked Jafar because he learned throughout the movie that trying to be something you're not makes you weaker rather than stronger. Danny had no real journey in the movie and just listened when the villain spelled out his very transparent ambitions.
