I think they nearly did, and were expecting Barry to get Embargoed because of the DC films. And the season that ended with Barry getting trapped inthe Speed Force and Wally taking over was not coincidentally right before Justice League came out that summer.
But then the DC filmverse didn't work the way they wanted and the Embargo never came so Barry came back just as quickly and Wally was eventually written out.
