You need more skill and time to draw one of those girls eyes than you need to draw Anne from Amphibia entire body.
I think anime is following the trend of "Stylish easy to animate", since anime budgets haven't budged since the 80s and people finally realized that it's better to have the pretty pictures move than just have characters T-Pose for 20 minutes and have 30 seconds of sakuga every week.
They should be a rule that says "If you can't draw Fred Flintstone on model you can't enter the industry."

We learned a long time ago that BUDGET isn't a thing anymore, it is all about time and directors of scenes. I think when Dragonball Super continues and uses that art direction it'll look much better since there's no longer a rule that every character has to look like they're covered in vaseline and have weird outlines.
