This is only really a problem outside of their solo Flash book. The Rogues actually pack some serious tech to rival that of the bullshit Speed Force. Well... ignoring comic book writing, the only possible explanation is that Flash most of time moves at subluminal speeds or even below mach speeds, to avoid sonic booms and collateral damage . The only explanation to a person who can't match his speed to even being able to respond against him.

He's not Quicksilver, maintaining superspeed requires concentration. If he loses focus, he goes out of superspeed and at that point he's basically a normal dude.

The 90s Flash Show was especially bad at this, Flash would catch bullets one scene and then get knocked out by a punch to the face from a random powerless goon the next.

This, not just powers, but characterization is also a victim of this kind of format.

I'm not saying a non-speedster can't defeat the Flash — it's just that writers go about it so stupidly. For example: having Deathstroke fucking stab Wally.
